Well a fee to develop the area could be alright, parking lot, roofs and poops and all that.

People have been shitting on this idea since it was announced last year, but I think it has its place. I wanted to get into backcountry several seasons before I did, but I felt constrained by high barriers to entry. Education, equipment, location scoping, and especially finding partners. Would have been nice to have a low consequence spot to get started. I don't need a place like this any more, but I definitely could have used something like it when I was getting started 3-4 years ago.

I'm in this boat now, and also think this is a cool idea, but I wonder what it offers vs just hiking or splitting in-bounds while you learn the gear and take a few classes (which is my plan).

I’m all for it, a good safe easy place to learn the ropes is good.
